Anyway I meant a foreign terrorist not domestic. Not a US citizen. McVeigh was charged with a lot more than 8 counts of murder or mass murder.

Should we have killed each and every person Tim ever associated with?
Should we have bombed his parent's and relative's homes? We did that in Afghanistan and in Iraq, for people that had no association whatsoever with OBL.
