He is laying blame on businesses, you know those evil greedy people, for being reluctant to hire. Gee, just because people aren't out there buying and businesses aren't seeing profit, that's no reason not to increase their expenses. They actually want to talk to small businesses to find out what's going on. Really! Where have they been the last year?
