CONCORD — A woman who has been missing from her South Lake Tahoe home for 18 years may have surfaced in Concord, according to Sacramento-area news reports and her stepfather.
Jaycee Dugard, who would be 29 years old today, went missing in Meyers, in El Dorado County, on June 10, 1991 in an apparent abduction. For nearly 20 years, the case was cold and investigators struggled to make headway into what might have happened to Dugard, even with national talk shows like "Geraldo" intermittently bringing attention back to the disappearance.
Few details were available about the possible reappearance of Dugard. The El Dorado County Sheriff's Department plans to hold a press conference on the case later today.
A woman claiming to be Dugard reportedly entered the Concord Police Department on Wednesday afternoon. Dugard's stepfather, Carl Probyn, said Dugard's mother, Terry Probyn, spoke with the woman claiming to be her missing daughter and is en route to Northern California from her Riverside County home.
Concord police could not be immediately reached for comment.
Carl Probyn told Bay Area News Group this morning that she got a call from his wife shortly after the news of Dugard's reappearance.
"She said, 'They found Jaycee. She's alive,'" Carl Probyn said. "We cried for about two minutes."
After the woman claiming to be Dugard appeared at the police station, an FBI agent called Terry Probyn and put her on the phone with Jaycee, Carl Probyn said. At first, Terry Probyn thought it was a joke, but then the two women had a conversation that convinced her that she was talking to her missing daughter, he said.
"She believes it was her," Carl Probyn said. "She said Jaycee remembers everything."

Family members of missing Jaycee Lee Dugard were hoping Thursday to learn more about the 29-year-old woman who claims to have been a child reportedly abducted near Lake Tahoe in 1991.
Relatives planned to meet with the woman in the Bay Area in hope of resovling the 18-year-old kidnapping case. Her stepfather said he is 90 percent sure the woman is Dugard.
The girl was just 11 when she was allegedly taken in the El Dorado County community of Meyers.
The woman walked into the Concord Police Department and said she was Dugard.
The El Dorado County Sheriff's Department was expected to hold a news conference at 3 p.m. Thursday to talk about the case.

A man and woman have been arrested in connection with the case and booked into County Jail in Martinez, said Jimmy Lee, spokesman for the Contra Costa County Sheriff's Office. He deferred further comment to the El Dorado County Sheriff's Department, which plans to hold a press conference on the case later today.
Okay, it was a couple. Maybe they wanted children, but to obduct a child!

Wonder where she was all these years...
But then look at Steven Stayner.. he was kept for years too.. went to school.. had friends.. guess he was just too scared to let anyone know who he was.. maybe it was the same with her...

Officials at the Contra Costa County Jail in Martinez identified the pair arrested in the case as 58-year-old Phillip Craig Garrido, a registered sex offender, and his wife, 55-year-old Nancy Garrido. The two were being held on $1 million bail each.
Phillip Garrido was booked on five pending charges -- kidnapping, rape, lewd behavior, sexual penetration and conspiracy; Nancy Garrido was booked on two pending charges of kidnapping and conspiracy, jail officials said.
Phillip Garrido is also a suspect in an on-going elder abuse investigation, according to Antioch police.
"He's a real creep," said one officer, who asked not to be identified.
Investigators on Thursday morning collected evidence at the Garridos' home at 1554 Walnut Avenue in Antioch, which is where authorities indicated Dugard may have been living.
Helen Boyer, who also lives on Walnut Avenue, said she had known the Garridos for a while but had never met Dugard.
"They were very good neighbors, this is a shock to me," Boyer said.

She said a friend of her boyfriend had called police a few years ago because there were children living in the Garrido home and other people were living in the yard in tents. Neighbors also noted that Garrido had a penchant for wandering the neighborhood distributing religious tracts and quoting Bible verse, she said. Perry added that nothing came of the call to police.
Perry said she had talked to a young girl at the home recently who she estimated was 11 and that the girl had indicated she had two older sisters, one a young teen and the other 28, about the same age as Dugard today.

But when I ran his name on a search for his criminal record.. dang it goes way back to 1991 all in CCC.. in the Antioch, Pittsburg area...

The Garridos were arrested after they walked into the police station with Dugard to ask a question, authorities said. They would not say what the question involved, but it apparently aroused the suspicions of a Concord police officer.
The officer ran a criminal history check of Phillip Garrido and found out he was a registered sex offender, authorities said. State records show that he has a conviction for rape by force, and federal records show him with a separate kidnapping conviction in 1980.

Phillip Craig Garrido, 58, was convicted of kidnapping in U.S. District Court in Nevada, and in March 1977 was sentenced to 50 years in prison, said Brad Murray, a correctional systems officer at the federal penitentiary in Leavenworth, Kan.
Phillip Garrido's previous kidnapping conviction had sent him to Leavenworth, where he was an inmate until 1986 when he was transferred to a federal prison in Lompoc, Murray said.
He was paroled from Lompoc in January 1988, but was placed in a halfway house in San Francisco from August to December 1988 because of a minor parole violation, Murray said.
Garrido was not in federal custody at the time of Dugard's abduction, but was arrested again in April 1993 because of another parole violation, according to Murray.
After a month, Garrido was transferred to home supervision and was released from supervision in August 1993, Murray said.
Lee, the Contra Costa County sheriff's spokesman, said that as a sex offender, Garrido is required to register annually with local law enforcement. He has registered with the Contra Costa sheriff's office each year on his birthday since 1999, Lee said.

Phillip Garrido graduated from Liberty High School in 1969. When he was about 20, he fled to Reno after learning that fellow drug dealers "had a contract out on him," Ron Garrido said.
In 1971, Phillip Garrido was convicted of rape and kidnapping after taking a woman prisoner in Reno and assaulting her somewhere else in the Tahoe area, the brother said.
It was at the federal prison in Leavenworth, Kan., that Phillip Garrido met his wife, the visiting niece of another prisoner.
The couple communicated through letters and then married in a ceremony held behind prison walls, Ron Garrido said.
After his release in the late 1980s, Phillip Garrido moved in with his mother, who lived just outside Antioch in a modest home with a large backyard. His parents had divorced in 1971, and his mother had later married Herschel Franzen, who left the home to his wife when he died in the early 1990s.
Their mother still lives at the home but has suffered major dementia for about eight years, according to her son. On Thursday, she was at the Contra Costa Regional Medical Center in Martinez.
Ron Garrido said his brother, over the subsequent years, spoke of plans to get rich and start a church. But he never spoke of Dugard.
There was one suspicious incident. In 2007, Ron Garrido said, an aunt told him that Phillip Garrido had visited her in Brentwood and brought along two young girls. He said they were neighbors' children and that he was babysitting.
"My aunt told me, 'I swear that oldest girl is his daughter. She's got his eyes,' " Ron Garrido remembered.
Ron Garrido said he never went into the home's backyard, where police say Phillip Garrido had set up a crude compound for his captives.
"My brother could do no wrong in my mother's eyes. I'm sure he told her some story and she bought the whole thing," the older brother said.
He said he last saw his brother at a relative's funeral a few weeks ago, and Phillip Garrido was acting strangely and pacing back and forth to his car.
But that was Phillip, the brother said, and Phillip was a strange man.
"Crazy, crazy, crazy," Ron Garrido said. "There's no word to describe this. It's just out there."

The convicted sex offender accused of snatching Jaycee Lee Dugard from a South Lake Tahoe street 18 years ago, then fathering her two children, told a Sacramento television station that "a digusting thing'' took place but that his life has "been straightened out.''
Phillip Garrido told KCRA 3 in a telephone interview that "you are going to be completely impressed'' when more details of what took place are revealed.
"It's a disgusting thing that took place with me at the beginning,'' he told the TV station. "But I turned my life completely around and to be able to understand that, you have to start there."
Garrido, who was arrested along with his wife Nancy, said his business, God's Desire, has "kept me busy the last several years.''
"And you're going to find the most powerful story coming from the witness, the victim -- you wait,'' he told the station. "If you take this a step at a time, you're going to fall over backwards and in the end, you're going to find the most powerful heart-warming story."

Authorities credited a University of California, Berkeley police officer for helping to solve the 18-year-old case.
The officer, who was not identified, became suspicious of Phillip Garrido on Tuesday when he took his two young girls to the campus to pass out his religious literature.
The officer questioned Garrido and conducted a background check. The officer then contacted Garrido’s parole officer.
On Wednesday, the Garridos were called in to meet the parole officer in Concord, Calif. With them, they brought Dugard and the two girls.
“The diligent questioning and follow-up by the parolee’s agent of record led to Garrido revealing his kidnapping of the adult female,” the department said in a statement. “It was further revealed by Garrido that she was Jaycee Lee Dugard, and that the children were his.”

“People shouldn’t jump to conclusions. We don’t know the facts,” said JoAnne Lippert, a Reno psychologist who works with the National Center of Missing Children.
“Clearly, we have numerous cases where these perpetrators very effectively craft what their victim believes and understands and thereby controls them physically and emotionally.”
If her kidnappers also control her food, her water, access to light and information, that puts them totally in control, Lippert said.
“You can’t know how big that is. When you are 11 years old, you don’t have a lot of information to make sense out of this,” she said.
Lippert said Dugard and her family are going to have to through a long process to understand what happened.
“What she was told, what she experienced, what she believed to be true,” Lippert said. “Resolving those with what was actually going and dealing with the losses of all those years.”
Jana Lalich, a California State University professor of sociology at Chico, agreed.
“If you are someone at 11 years old, that’s a very impressionable age,” she said. “If fed bull long enough over a time, she could believe that as her reality. It doesn’t take long to wipe out someone’s memory, give them a new identity and new memories.”

Cops: "Anomaly" Detected Again in Garrido Yard

NEW YORK (AP) - ABC says it will air home video Friday of kidnapping victim Jaycee Dugard, who was rescued last August after 18 years in captivity.
The network says Dugard, her mother, Terry Probyn, and her half-sister Shayna will be seen and heard for the first time on-camera since she was abducted in 1991 near her home in South Lake Tahoe, Calif. She was held prisoner in the backyard of her captor.
Dugard now lives with her mother and her two daughters, allegedly fathered by her abductor, in northern California.
Excerpts from the video of Dugard, now 29, are scheduled to air on "Good Morning America," "20/20" and "Nightline."

I hope nobody recognizes the inside of that house and gives their location away. She looks happy....and looks alot like her Mom. I am happy that she has her sister there. I wonder what her children will turn out like; with the only life they have ever known was with Phil Garido and his craziness. Lots of therapy in progress, I am sure.
