A man and a woman from the community of Woodstock have been arrested in relation to the Tori Stafford case. Reasons for the arrest and potential charge information has not been released.

CP24 advised that they spoke with RS (Cynthia Mulligan -news anchor) and he sounded exhausted and said they know nothing more than the public knows. The news people spoke to him at home, RS said he was advised after midnight.

Tori has not been found.

Sue Sgambati, a reporter for Courttv Canada, reports the police are telling her this. She's good and she's talking to police sources who have arrested these people so I would expect it is true. Police, according to her also said, "for sexual purposes". Not good, but we can hope it's not true for a while. Police will talk to press at 2PM. according to CP24. :crying:

I never have enough time to be on here during the week but wanted to thank you for your report from Woodstock. We live 2 hours away and Victoria`s disappearance has been discussed at all schools in the area and among neighborhood kids down to Kindergarten age. The awareness of her missing and her looks is so widespread that you would think she should have been found by now.

When reading through all the links the caring people here have provided, I can only assume there is a huge drug-muddling ring or rather a line stretching all the way from your area to Alberta. There is an abundance of gangs in Alberta, partially linked to native reserves, and these Octopus arms reach all over the country to destroy little people`s lives who are blind to dangers of drugs and the lifestyle that comes with it.

I don`t want to get you in trouble with questions, WoodstockMOM, so only reply if you think you can. I`m just throwing this out there: what is the drug user scene like in Woodstock? Is it visible? Is it rather concealed with the occasional 80,000$ growth operation bust? Are biker gangs heavily present? How do native reserves in the vicinity work? Are they closed off for OPP for any ground search under the Indian act? I`m only asking because Ojibway background has been mentioned so many times in this case. Was wondering if Tori could quickly have been tucked away during the first days. And - do you still see police investigating now or were the actions you described just in the beginning?

Anyway, all the best getting your own life back to normality - if there is such a thing. I can only say my child is in a wonderful school. A few weeks after Tori`s disappearance I had to pick him up early and somehow nobody realized. Within 30 minutes, while we were already gone, 5 teachers and the principal screened the whole vicinity.

Thanks for everyone else`s posts as well. I am so glad new thougths keep popping up. Wish I could be on here at work... Bye for now.

I can try to answer your questions;

1. Drug Scene: Like any other city drugs are present. We don't have a large amount of heavy drug users and homeless people lining our downtown. Any grow ops are usually found outside of the city. I don't think Woodstock even comes close to London or Kitchener/Waterloo in that respect. There is a methadone clinic downtown and it does seem quite busy at certain times in the day. Mostly mornings.

2. Biker Gangs: Gangs are not present in Woodstock although a few years back there was an Outlaw biker club house located near Southside Park. There are quite a few bikers in Woodstock but mostly from Abate etc and non violent clubs. Biker presence in any city is going to be low profile since the huge arrests especially with the Bandido trial going on. I'd say mostly affliates to biker gangs and not so much full clubs or full patches.

3. Native Reserves: There is a Six Nations Reserve about 30 mins from Woodstock just south of brantford. It's actually a popular place here for people to buy cigarettes. There is a main county road that runs through the reserve to which OPP have jurisdiction but deep in the reserve the policing is done by Natives. OPP don't have jurisdiction unless Native Police invite them in. I've driven throughout the reserve many times without incident. The Natives are very kind to Non-Natives.

4. Police Presence: Absolutely there is a huge Police presence in Woodstock. The OCPS parking lot is always full day or night and now an old factory on Devonshire Avenue in the north end of the city is now being used for OPP investigations and undercover investigations. There are many OPP cruisers patroling the streets just like OCPS cruisers. OPP stop many vehicles. I'd say moreso since April 8. Police still peruse parks and stop random vehicles. The presence of Police is definately larger Since April 8.

5. News Crews: In the early days of the disappearance of Tori, news crew vans etc could be seen camped out on dundas Street near the Police Station and in the Zellers parkinglot nearby. Now you rarely see a news crew unless it's press time at tara's or the OCPS are holding a press conference.

I would expect when going out TODAY (Wednesday, April 20) with news of arrests being made that the news crews will return. Especially for the 2pm Presser from OPP today.

Hope this helps give you a sense of Woodstock these days.

She may not be directly involved in her child's disappearance but I am sure she will feel guilty about going to the bar every weekend while her daughter was facing "worst case scenerio". Personally, I will judge her on that and that won't change for me. Woodstock has never taken a break from this case and most residents here find it odd that she felt she needed her breaks at the bar. Most of us would be in bed with a bottle not a bar. I guess everyone deals with stress differently but in my opinion - her actions were not acceptable considering her daughter doesn't seem to have had any breaks.

Poor little girl. Shocking that we have such people in our midst that are sick in the head that they find an 8 year old girl "appealling".

I googled Wilson Street - only one street over from Tori's street (Fyfe) but it does run North on the other side of the traintracks.

Can't imagine if she was in THAT house on Wilson Street at any time during the last 6 weeks which she obviously was - it's just sooooo close to home.

I recall the police doing their door to door canvass of the neighbourhood. UGGGGGGGGG. Did they go to this door????? Imagine if she was there & still alive at the time and they missed the moment of opportunity.

There may be a valid reason for this. As discussed in the early days of this case, if this was a family friend, or someone authorized to take the child, there is not sufficient basis to call an Amber Alert. This is due to the rules concerning abduction and Amber Alerts. Initially, the child may not have been abducted.

We don't know the story yet. More arrests may follow in the days and weeks ahead.

I recall seeing somewhere (CBC website, maybe?) that someone from Woodstock asked about a couple that had a previous record of sex offences in Woodstock, and asked if it was them. That information should come out now.

This is very, very sad, and unfortunately true to statistics. Things do not look good for an abducted child as time moves on.

So sorry, Tori! You are an innocent. You deserved to grow up like any little girl. I didn't know you, but I feel your loss. I'll hug my child tonight, and maybe you'll feel that hug, wherever you are. I can't imagine empty arms.

Remember that guy saying everybody would be really shocked? (I think it was somebody on Facebook named Dave Hughes). I wonder if he actually knew something, or if he was just guessing.

So many questions...were these people two of the many suspects in the public eye? What tip finally led them to make these arrests? What do they look like? How can it be random and yet not random at the same time? WHY are they comparing them to Bernardo/Homolka!?!?!? Was the woman in the video the same woman who was arrested? Is there any more of a family connection than we've already been told?

Remember that guy saying everybody would be really shocked? (I think it was somebody on Facebook named Dave Hughes). I wonder if he actually knew something, or if he was just guessing.

So many questions...were these people two of the many suspects in the public eye? What tip finally led them to make these arrests? What do they look like? How can it be random and yet not random at the same time? WHY are they comparing them to Bernardo/Homolka!?!?!? Was the woman in the video the same woman who was arrested? Is there any more of a family connection than we've already been told?

There may be a valid reason for this. As discussed in the early days of this case, if this was a family friend, or someone authorized to take the child, there is not sufficient basis to call an Amber Alert. This is due to the rules concerning abduction and Amber Alerts. Initially, the child may not have been abducted.

We don't know the story yet. More arrests may follow in the days and weeks ahead.

I recall seeing somewhere (CBC website, maybe?) that someone from Woodstock asked about a couple that had a previous record of sex offences in Woodstock, and asked if it was them. That information should come out now.

This is very, very sad, and unfortunately true to statistics. Things do not look good for an abducted child as time moves on.

So sorry, Tori! You are an innocent. You deserved to grow up like any little girl. I didn't know you, but I feel your loss. I'll hug my child tonight, and maybe you'll feel that hug, wherever you are. I can't imagine empty arms.

Sim card? on an iphone everything gets saved to memory inside the phone, and it's impossible to remove it. I work for rogers, specifically selling high end cell phones and am very familiar with Iphones and Blackberries. As for the hard drive in her puter, it would be difficult if she did changed the hard drive, but if she didn't, and even if she deleted it, info never really gets deleted, there are ways to retrieve things, however if she used a strong enough magnet methinks, she may have been able to erase stuff, but you really need a big magnet for that :)

My feeling of today's pc was that Tara was very subdued today, the pc was almost boring. Her statement about going to the border to post pictures... well I haven't much to say about that, that would have been one of the first things I would have done. This may be the case that makes that change happen. I think it's clear that the general public believes change is long past due.

Remember in the days before Adam Walsh disappeared LE approach to child abduction was quite different. One family took this issue as their personal mission. One family made everyone reconsider. Change happened.

I asked some time ago if LE had contacted Dr. Kim Rossmo. Dr. Rossmo has definite views on LE handling of child abduction cases, and one of those is the Amber Alert policy. Dr. Rossmo also developed a geographic profiling method to track criminals. Dr. Rossmo has been critical of some police forces which he believed did not act quickly enough at the beginning of cases. Details are in his books.

Dr. Rossmo was the first person to state publicly that the Missing Women case in Vancouver was the work of a serial murderer.

No, this is insight into the character of the individual, much as it was with Michael White of Edmonton. Certain people have no empathy, except for themselves. This is valuable information. People who have no empathy are quite capable of harming others.

This is not meant to make you want to feel sorry for him, but an insight into his character, which may become clear at trial. Assuming that this person is what I think, there will be a not guilty plea and details of the case will then be made public in court.

If there is a guilty plea, I would be surprised.

that info is coming from reporters in woodstock right now, knocking on doors talking to families.

I would think it could be quite easy to plead not guilty, if you claim insanity, or that you were in a drug-induced state and did not know what you were doing, for example.

A concrete truck driver in Calgary pleaded not guilty when his truck crashed, killing a family of five. He claimed stress on the job. Too bad for him that witnesses saw him throw a partly-empty vodka bottle into the mixer. Too bad about his previous driving record. He was found guilty.

The charges could be upgraded, downgraded, or new charges laid, depending on what evidence the police hold. More people could be charged. For now, the charges are enough for the police to hold them in custody. Will they seek bail?

I don't know but might she have been offered a deal where she's not charged with abduction if she testifies against Lafferty and leads to police to Tori's body? I can't imagine why they would do this though, she did abduct the child. She led Tori to the killer. Ugh.

I am about 20 minutes from Rockwood - I think I will go over there this afternoon.

Rockford has several ponds and swamps and it is virtually all farmland and forest. Rural roads intersect eachother hundreds of metres apart and other than a small downtown core there is nothing there. There are some variety stores, a gas station, a home hardware store, a furniture store... it is really very small.

My dad has a farm 10 minutes from Rockford - I told him to go check his fields!!!!!

I am so sick and cold over this.
Poor Tori was held just a moment or two from her home and her mom. That breaks my heart.
I can only pray that Tori was killed on April 8th and not held and repeatedly abused for 6 weeks (unless she is alive!! :(.

Update: Terilyn's adoptive mother worked as stripper. Another stripper gave birth and didn't want baby. Adoptive father Rob was put down as father, and his wife then adopted Terilyn. Rob McClintock says he hasn't seen Terilyn or his ex-wife for about 10 years. He is remarried and has an 11-year-old daughter himself. He is devastated for Tori and for her parents.

Mr. Rafferty once dated a "Jennifer" about 3 years ago. He was nice, likeable, but then he started stealing from her. Took 3K from her bank account, he claimed he had 5-year-old child but the mother's parents paid him off to go away, there was sexual deviance that he wanted that she wouldn't allow to happen. She had 2 year old daughter herself and he treated daughter very well and no indication that he would hurt a child. He lived in Guelph for awhile. They met on internet dating. They broke up after money was stolen, he made several false accusations against her involving the Guelph police, none were proven. She has heard nothing of him since.

LFP has been talking to people who know suspects so they will surely be getting more info on them.

The reporter was talking about a former girlfriend of Rafferty and that he had stolen money from her and also that there was some sort of "sexual deviance" in their relationship. She has a daughter but there wasn't any indication that he had done anything with the child.
The reporter also talked about the female suspect's father and how he is shocked by this. She was adopted (BM was a stripper and didn't want her child) so the "named" father and his wife adopted her? He hasn't had contact with her in a number of years.

There's been a lot of speculation about police search in Guelph area. They have a reporter in Rockwood. He said there is a heavy media presence. He just saw a OPP helicopter taking off from that area and has seen OPP vans. Officers aren't giving any official comments, no confirmation that they are looking for a body. Assuming that they will bring us up to date at 3:00.

Still waiting word from school board meeting at Oliver Stevens School.

Tori could have shown up at their house with someone else for some other reason than the final awful result. Then again, this 18 yr.old could have disquised herself to resemble Tara. Oliver Stevens school has informed children and allowed them to go home if they want. There is no indication that they are reviewing any policies regarding release of children.

Reporters want to know from police what they knew and when they knew it. We all thought it was Tara, we were led to believe it was direct involvement by family members. They want to know why. Lots of media here, lots of questions.

I'm waiting for confirmation of the woman in the video. The woman arrested has not been charged with kidnapping. Tori could have shown up at their house with someone else for some other reason than the final awful result. Then again, this 18 yr.old could have disquised herself to resemble Tara. Has anyone seen a pic of her?

I'm going to assume Tara is not answering her friend's calls because she is grief-stricken and consoling her son.

Poor Daryn. How can he ever deal with this? On top of every thing else a child of that age is going to feel terrible guilt, totally unjustified. Big brothers are often told to look after their little sisters. What a nightmare.

But we are also hearing the LE heard the accused name(s) earlier in case.

Richmond Hill, ON in the class of 1995....

I've absolutely shocked by this news. I was not surprised mind you but when all is said and done shock set in and I was pretty much useless most of the day. Actually it took me back to the Karissa Boudreau case is what happened. Her mother murdered her but my family live in a small town 30 min. southeast of where it happened and we are all still reeling from that one.
I am heartsick for this family needless to say and they need our support now more than ever.
