How far is California ahead of other states in its quest for a big chunk of the $8 billion in federal stimulus funds for building a high-speed rail system? "Way, way, way ahead." Thus spake federal Transportation Secretary Ray LaHood, at a Friday breakfast with reporters in D.C. LaHood said that while no state will get all the dough, California and Florida are furthest down the track with their proposals. He said a pitch for a multi-state system centered in Illinois is lagging. But it does have one administration champion. Fellow named Obama.
This presents a Catch-22 situation. In order to qualify for the federal stimullus package, California had to agree to certain terms. In order to balance their budget they needed the federal funds but they also needed to cut expences. The cuts in expences violate the stimulus agreement. California is in the position of going bankrupt so that they can get federal funds not to go bankrupt!
This isn't unique but it is huge.
