Ontario girl, 8, missing; person of interest sought
Police say they have obtained surveillance video from a nearby high school of a person believed to be Tori, CTV's David Imrie said Thursday evening. A girl matching her description was seen walking with someone police are calling "a person of interest".
Police say they are looking for a white woman, aged 19-25, about 120-125 pounds, with a black ponytail and who was wearing black jeans and a white puffy jacket.

Barb Murray, a local parent and former neighbour of Tori, said the girl was supposed to go to her uncle’s townhouse located in the Trillium Co-op after school.

Woodstock only has a population of 36,000 (2006). I'm guessing most kids live close by and walk to and from school. I don't know if that's the case with Tori. She was apparently going to her uncle's house, maybe he lived close to the school?

The police have positively identified the girl in that video as being Tori. Also, her parents put up a $10,000 reward for Tori's safe return.

I watched the video again of Tori walking with the unidentified woman. It's grainy so it's difficult to tell but is the woman holding Victoria's hand? At one point we even see this woman walking ahead of Victoria and Victoria is just following her. She doesn't look afraid or doesn't look back. She's continues to walk like she knows this woman. Very bizarre.

I've never been to Woodstock. What interesting and chilling things did you see?
I agree she can be anywhere by now that's why I don't understand why an Amber Alert wasn't issued immediately. They obviously knew this woman was a stranger. Nobody in the family recognize her. They have an abductor but yet they didn't feel the need to issue the Amber Alert. I'm dumbfounded and hope LE didn't drop the ball here.

An extensive ground search for a missing eight year old Woodstock girl has been completed. Oxford Community Police say during the searches through both residential and commercial properties, a variety of items were recovered but none of the items relate to the described clothing items Victoria Stafford was wearing on the date of her disappearance. Investigators will however determine the relevance of the items to the investigation. While the ground search has been concluded, police say they are continuing both actively and intensively investigating. More than 300 tips have come into police, but still there is no sign of the girl or the unidentified woman it appears Tori walked away with after school last Wednesday.

Police say the woman walking across a Woodstock schoolyard with Victoria is someone she knows, but the missing girl's mother says she has provided names of possible suspects "but nothing has come up."
Does this mean the mom just provided names of people who look like the lady in the video? I just wonder how you come up with people to suggest to the police that might have taken your child!
I hope Victoria's aunt is right! Hope we find Tori soon.

I guess I don't understand..... Not an abduction? Clearly someone who is NOT her parents has taken and not returned her. I don't care if she's a cousin, isn't that still an abduction? And they don't suspect foul play? WTF? An unidentified person has taken her, they have not come forward and no other trace of Tori has been found. IMO that REEKS of foul play.
Tori is 8 years old....it's time LE gets with the program, declares this an abduction with foul play suspected...they need to mobilize QUICKLY!!!

"You cannot wait until tomorrow -- the greatest likelihood of finding a child alive occurs in the early moments," Allan said.
Stafford was first reported missing to police in Woodstock about 6 p.m. last Wednesday.
However, police didn't publicly report her gone until early the next morning.
The era when police waited until the next day to report a missing child was standard 20 years ago -- but not acceptable today, Allen said.
"The concern is that one should never assume there is an innocent explanation. You have to move very quickly."
In the U.S. a missing child report results in an immediate report filed into the FBI computer database, so law enforcement agencies can quickly begin investigating.
Oxford Community Police did have information filed to the Canadian Police Information Centre -- a computer system linking police nationwide -- before midnight Wednesday, Const. Laurie Ann Maitland said yesterday.
But Maitland was "not certain" why reports of the girl's disappearance went to a few local radio stations early the next morning and to a wider number of media at 6 a.m. -- 12 hours after police learned the Grade 3 girl was missing.

The feeling I get is there is some disaccord between the ex spouses (not surprising). Dad and family believe Tori is still in Woodstock and possibly abducted by someone she knows and then we have mom and her side believing this was a possible stranger abduction. Putting myself in mom's shoes and if I had no idea who that person in the video is, I would want LE to focus everywhere. That's why, in my opinion, mom is glad Tori's case is finally considered an abduction because the focus will be on a much wider scale.
I'm not sure where the aunt is headed with her belief she thinks she knows who this woman is. Let's just say for sake of discussion it's not Tori's mom, how and why would this aunt recognize this person? Is it someone from the dad's side? A family member or an ex girfriend of the dad?
FWIW....I'm glad the search for Tori has intesified and handed over to OPP. Local LE did not have the resources nor the manpower to handle the case. Victoria Stafford needs to be found.

Rogers Cable is also stepping in to help in the search for Victoria by presenting a 30-minute special edition of GTA's Most Wanted entirely dedicated to her disappearance. The program will feature enhanced video imaging of the wanted woman.

No word from today on any new leads in the search for missing eight year old Victoria Stafford of Woodstock. Over 14 hundred tips have been phoned into police with a host of new tips coming after a composite sketch of the suspect was released yesterday. A vigil was held in Brantford last night with around 200 people attending. Tori's mother Tara McDonald said she was grateful and overwhelmed with the support shown at the vigil. Police issue sketch clarification

"Investigators released a general clarification Thursday to explain the intent and methodology behind the composite police sketch of the unidentified woman shown walking in security camera footage with Victoria "Tori" Stafford.
Wanting to reinforce the role of the sketch in the ongoing investigation into Tori's April 8 abduction, the police described the composite drawing as simply an "investigative measure used to identify witnesses and suspects."
"They're just trying to map out what it is," said Const. Laurie-Anne Maitland, the spokesperson for this joint OPP-Oxford Community Police Service (OCPS) investigation. "It's a tool and nothing more. It's not the whole case.
"They're just trying to emphasize that fact (with the clarification)."
Released to the public Wednesday, the composite sketch was prepared by an artist with the Waterloo Regional Police Service, who worked with an "independent witness" to fashion the likeness. While saying the sketch was an important investigatory tool, Maitland said there were "many variables" that contributed to the evidentiary value of the drawing, citing such factors as:
* Eyewitness recollection of the event
* Interaction between the artist and the independent witness
* The circumstances of the sighting.
Maitland said that investigators also weighed other factors before releasing the sketch to the general public, saying ongoing investigative inquiries, risks of unintentional fabrication and the potential of inadvertently influencing other witnesses played roles in the decision.
"At the end of it all, these and other factors are all carefully considered before the release of a composite drawing," she said.
While Maitland wasn't sure of the exact number of tips that had been generated by the sketch's release, officers have received more than 1,400 since the beginning of the investigation.
"I'm sure some of them have to do with the composite," she said.
Along with investigating these tips, officers are continuing their search for the eight-year-old. While the OPP's underwater search and recovery unit completed its search of local waterways without discovering anything related to the case, the emergency response team continued to sift through the garbage at the Oxford County Landfill in a hunt for evidence about the disappearance.
"They have tasks to do and they're told where to go," Maitland said about the OPP units. "Once their task is finished, they're done."
OCPS officers also continued their door-to-door canvassing of city neighbourhoods."
If I have time this weekend, I will submit Tori's case and the videos of the pressers to "Eyes for Lies" . I'd love to get her opinion of Tara.

Well....IMO this is the most honest interview she has given so far. Here are some observations:
Hair is messy, no make up, clothes are not tight fitting. I think she has been taking to heart peoples reactions to her recent appearances.
To me she seems to be honest when talking about having nothing to do with the financial arrangements. She seems to be saying that she doesn't want to take the time or have the hassle of watching over donations and I believe her. This seems to fit with her personality...(not sure I agree with this decision but can understand).
I truly believe she does not want to get in a catfight with her inlaws and what she said about Rodney not being always there for the children is something Rodney himself admitted in the beginning.
NOW......what bothers me is that although we finally see her break down and show sadness, she only does so when she is talking about how SHE has been affected by two things.
She crys when talking about how worn down and tired she is along with all the "negativity" she has to deal with on the internet.
Again she breaks down when talking about Tori's up coming appearance on AMW. Speaking about HERSELF she says "imagine having to sit back and watch your child go missing on Americas Most Wanted".
After this interview I am not sure what to think. I believe Tara is very self centered but somehow protective of her children. However I still wonder why she isn't begging people to look for Tori, put up posters, call in any tips....etc. There was also no plea to the kidnapper. She seems very sensitive when it comes to her son.....but I still feel like she has put distance between herself and Tori.
This is all IMO of course. :wink:

Victoria "Tori" Stafford is 8 years old and resides in Woodstock with her mother and 10 year old brother. 8 April 2009 was the first day that Victoria had to walk home from Oliver Stephens Public School on Fyfe Street to her residence. Victoria had recently moved to Frances Street, but she knew how to get from school to home as she had ridden her bike there frequently.
Victoria woke at 8:00 AM. She was to be at school by 8:55 AM. Victoria was wearing black and white running shoes, black leotards, a black velvet pleated skirt, an army-green "Hanna Montana" T-Shirt with purple stitching and a hood, a black "Hanna Montana" winter coat with a hood trimmed with white fur with a brown colour at the edge of the fur, a black head bans, and butterfly earrings. She was carrying a purple-coloured "Bratz" bag.
Friends saw Victoria leaving the school building shortly after school was dismissed at 3:25 PM.
Video footage has been obtained from a secondary school located to the north of Oliver Stephens Public School that shows Victoria walking north bound on Fyfe Avenue with a female. The time on the video footage is 3:32 PM. Victoria appears to willingly accompany the female. The female is wearing a white waist-length winter coat and may be carrying a black bag. The female has dark coloured hair, is of medium build and is 5'2" to 5'7" tall.
Victoria and the female cross to the other side of the street and are last seen walking east bound at the intersection of Walter Street.
Victoria has not been seen since.

I'm sorry, but I really don't believe a word that is coming out of her mouth. It seems like the boyfriend is trying to hide his face because he is a worse actor, and the son (who I believe is 11 and should understand the gravity of the situation since she had obviously made him aware of what is happening), is acting like he just saw Tori an hour ago. She sheds not one tear, and too composed for my liking. Whatever minute possibility of my thinking that perhaps a stranger had something to do with this is gone. I am totally convinced that she and the boyfriend are hiding something. I feel sick....

I have revised my theory since yesterday. Here is my new one:
If I went with the premise that the girl died due to an accident (and I include lose of temper/fits of rage here), then it is possible that this scenario/theory could be put forth:
The mother, or sister, or friend close to the mother is walking with the girl as they might normally would. If it was the mother, she may have met the girl so she could help her carry stuff, or was just heading back from her old co-op and met up with her. If it were a sister or friend, they may have arranged to meet the mother at the new home after school and are walking back with the girl. This may not an abuction attempt at all. They are walking towards the new home but turn off east bound. It is possible that they continue to walk eastbound to Norwich Ave, and go to J & P Variety on 232 Norwich to pick up some new things for the home and possible some food. They are walking briskly, possibly to get to the store then head back home on time.
There were rumors of additional footage of a woman entering a building with a girl - it may have been this location, at the J&P, and when I checked the google map, I thought this might the logical place to stop off to buy stuff.
Following this, they do get back home where something happens. I didn't consider any timelines starting at 4:15 p.m., because this is coming from the mother, so it might not be reliable.

[snipped...] The young woman captured on widely publicized surveillance video walking with the Grade 3 student is allegedly a teenager just a decade older than Tori, 18-year-old Terri-Lynne McClintic. She is charged in Tori's abduction and as an accessory after the fact to murder.
She is alleged to have led the little girl on the afternoon of April 8 to 28-year-old Michael Thomas Rafferty.
Mr. Rafferty, now accused of first-degree murder, was allegedly waiting nearby in a car as Ms. McClintic brought him his prize – the little girl wearing a Hannah Montana jacket and carrying a Bratz purse in her favourite colour, purple.
[snipped...] In the first weeks after Tori's disappearance, those eyes were focused firmly upon Tara McDonald.
The 30-year-old mother, although much taller and heavier than the composite drawing police released and which was based upon witness descriptions and the video, nonetheless has long dark hair and bore such a resemblance to the figure in both drawing and video that after spending four hours watching her one afternoon at one of the endless vigils and balloon releases and the like the family held to keep Tori's disappearance front and centre, I was sure it was her in the video.
At her daily news conferences, she was often bizarre – she told reporters of a limo ride to Toronto one night with a mysterious benefactor (this was likely a police sting), of her conversations with online psychics and others, pronounced some days as “positive Victoria” days, and often had Daryn at her side – and sometimes sober-seeming or depressed.
Inside the house, where the police had wiretaps up and running, things were also bizarre, and for detectives, troubling.
Ms. McDonald was on at least one occasion seen by some of her relatives grinding up Oxycontin and snorting it, then emerging for her daily “one o'clock,” as she called the news conferences, to, among other things, deny that she had any connection to drugs or that drug debts could be at the root of her daughter's disappearance.
[snipped...] Their best piece of evidence was the few seconds of grainy videotape, and a few weeks ago, as it dawned upon them that Tara McDonald might well be an odd and troubled duck but she wasn't the woman in that tape, detectives asked about a half-dozen women to come and walk for them.
They wanted to compare the gaits of the women to that of the woman in the tape.
Ms. McDonald volunteered, as she always has, to come in and went through her paces: It wasn't her.
Among the others was the teenager conveniently already in custody. Ms. McClintic went through her paces, and detectives realized how very good the resemblance was. They interviewed her once, and on Tuesday, went back a second time: Ms. McClintic, in the language of lawyers, “made some admissions,” or in police lingo, gave it up.
By Tuesday evening, she and Mr. Rafferty were in custody. Yesterday, they appeared in Provincial Court for the first time.

This petition is to better the Amber Alert. In any case that a child under the age of 16 goes missing an Amber Alert should be issued without question if the mother/father/guardian finds it out of character for the child to be missing for any length of time. A mother/father/guardian knows their child's routine and when something is out of character they know and feel it. In the case of Victoria Stafford who went missing April 8th 2009 an Amber alert was never issued. Police say that in order for an Amber Alert Police must believe the child is in danger of serious harm and they must have a description of a suspect or vehicle to broadcast. It usually begins and ends within five hours of an abduction. An Oxford Community Police spokesperson said an emergency broadcast alert won't be issued now "because it hasn't just happened. I cannot stress enough that it does not change the investigation in any way of how serious it is," Const. Laurie-Anne Maitland said. Over 40 days later a man and woman have been charged with the murder of 8 year old Victoria Stafford. Police now search for her remains in the Guelph area. A green car in police video was wanted for questioning. Had an Amber alert been issued someone somewhere could have spotted something and Tori could possibly still be alive today. Please sign this petition so that no other family has to go through the feeling of helplessness when a child goes missing. There is nothing to lose and so much to gain by this law that could possibly save many children's lives.

[snipped...] Now, Ontario residents are calling for a change to the Amber Alert system. A petition with nearly 30,000 signatures was introduced on Wednesday at Queen's Park.
New Democratic Party MPP Rosario Marchese presented the motion, which was started by a woman in his riding of Trinity-Spadina.
When an Amber Alert is triggered, relevant information such as the child's name and physical description is broadcast on radio and TV; posted at gas stations and on electronic highway billboards; and displayed on lottery terminals in the hopes someone will spot the missing youngster.
Tori's Law would see an Amber Alert issued anytime anyone under the age of 16 is reported missing, if the child's parent or guardian says the disappearance is out of character.
"Mothers and parents know deep in their hearts when something is wrong. And so if we can push the boundaries of the criteria, in terms of which lines can be modified to allow the police to be able to engage more quickly [we should]," notes Marchese.
"Because 90 percent of the kids are either harmed or killed within the first 11-20 hours. We have no time to waste."

"Suspicious remains have been found in a rural area near Mount Forest, Ont. west of Orangeville on Sunday morning.
Police are at the scene off Concession 6, south of Highway 89 between Mount Forest and Teviotdale. Police also say they have sealed off the area for their investigation.
The remains were found as a team of officers involved with the search for Tori Stafford probed a new area that they had not searched before, about 15 minutes north of areas they had already scoured.
Police say they had been following up on tips and were looking for "landmarks" when they found "a spot."
OPP Sgt. Dave Rektor says police can't confirm the remains are that of Stafford's, but investigators involved with her case are following up on the most recent development."
