Lauterbach's family last heard from her on Dec. 15, when she bought a ticket for a bus bound for El Paso.
She was due to give birth any day.
Brown added, “I had my insides knocked out with this negative information. I was about to cry."
Investigators believe the suspect fled early Friday morning, giving him at least an eight-hour head start on police in Jacksonville, N.C.
At this point, officials don't know why Lauterbach bought a bus ticket for El Paso

One of Lauterbach's roommates, Melinda Artzer, a former Marine, said Lauterbach confided in her about the alleged rape.

Onslow County District Attorney Dewey Hudson said he has no plans to step aside for a military prosecution. That makes it unlikely that Laurean would be prosecuted under the federal fetal homicide law passed in 2004 during the height of attention to the California trial of Scott Peterson, who was accused of murdering his pregnant wife, Laci. The law makes it a crime to harm a fetus during the assault of a pregnant woman.

Attorney appointed for fugitive

County investigators say Christina Laurean told them she woke up after her husband had fled. However, Christina Laurean's parents, Bruce and Debby Shifflet, told CBS's "The Early Show" on Monday that their daughter had confronted her husband Friday morning and tried to get him to turn himself in.

Authorities recovered her burned remains, along with those of her unborn child, over the weekend from a fire pit in the backyard of Marine Cpl. Cesar Armando Laurean, a fellow personnel clerk at Camp Lejeune whom she had accused of rape.
The autopsy did not answer all the questions about the circumstances of Lauterbach's death, said county prosecutor Dewey Hudson. Detectives are still not sure if she gave birth before her slaying, he said.

Investigators from the Onslow County Sheriff's Office received a lead about Laurens truck around 1 p.m. Tuesday and contacted investigators in the Raleigh area who were able to confirm the vehicle did belong to the wanted Marine.
FBI officials already searched the hotel for Laurean but didn’t find him. Officials don’t know how long the truck has been at the hotel.

According to WRAL-TV's Sloane Heffernan, who was present at the hotel this afternoon, a truck driver who stayed at the hotel also said that he did not believe that Laurean's truck had been there very long.

After some initial discussions, the command’s Uniform Victim Advocate meets with LCpl Lauterbach and explains the Victim Advocate Program to her. The UVA takes LCpl Lauterbach to the Naval Criminal Investigative Service office aboard Camp Lejeune to file a formal complaint. LCpl Lauterbach reports to NCIS an alleged sexual encounter with Cpl Laurean on March 26, 2007, and a second encounter approximately two weeks later. LCpl Lauterbach alleged she had been raped by Cpl Laurean. The command’s UVA accompanies LCpl Lauterbach to the medical department for a medical exam. Due to the length of time that elapsed between the alleged assault and the complaint, a forensic examination, or rape kit, is not performed. However, a “Well Woman” exam is performed to include a pregnancy test. The pregnancy test result is negative.

Laurean appears to have mailed letters back to his wife in North Carolina, according to a law enforcement official who spoke on condition of anonymity because of the ongoing investigation. It was not immediately clear what the letters said or how many of them were sent, or where they were sent from.
Authorities have said his wife, Christina Laurean, is cooperating with authorities and provided them with the note her husband left before skipping town.

Premont, Tx] - There is a report that the U-S Marine wanted in the slaying of a fellow Marine may have crossed into Mexico at a port-of-entry in the Rio Grande Valley. We're learning that Marine Corporal Cesar Lauren apparently was in the Jim Wells County town of Premont, where he stopped at a grocery store to pick up a money gram. While there, he asked the clerk for the best way to get to Mexico. That's all according to a Premont man, who'd been talking to the clerk, and then called the Raymondville Chronicle-News with the information. The newspaper then confirmed two F-*-I agents were in Premont this week to interview the clerk, and to gather what other evidence they could. Chronicle-News reporter Robert Wilcox tells us, at the time, the clerk didn't know who she was talking to:

Saturday Dec. 15th- * this is the date that Christina Laurean is reported to have told LE (in Jan) that her husband said that Maria came to their home demanding money and that she commits suicide on their property, she is alleging that Cesar told her that he and Maria both go to purchase a bus ticket.
Christina’s alibi to the LE is that on that day she is attending her husband’s company Christmas party the night Maria dies.
12/15 - A Greyhound bus ticket records show a ticket was issued in the name of Maria Lauterbach for one way to El Paso - Not Redeemed
Wed. Dec. 19th - Mary Lauterbach, Maria’s mother, reports her daughter missing to the Ohio Police they contact someone in the Onslow County SD and she is listed as “missing person at risk”
---At some point, “authorities” tell Maria’s uncle & mother not to fly to NC as the “authorities” believed Maria was headed to Dayton.
Thurs. Dec. 20 – Lauterbach's cell phone is found near the main gate at Camp Lejeune, with reports from the MC saying a stranded motorist found it and used it & the motorist had called Maria’s sister.
Mon. Dec. 24 – An UNID'd white male withdraws $400 using Lauterbach's ATM card at a Marine Federal Credit Union in Jacksonville and also tries to cover the camera.

(Reports from media from neighbors that one of several bonfires held in Laureans’ back yard also occurred on Christmas Eve.

(The District Attorney tells reporters that Laurean had been in contact with 3 lawyers prior to his fleeing the area.

(By now a neighbor of the Laureans, Wanda Alander, tells reporters that she saw that the Laureans living room before Christmas and that it had recently been and that Christina told her that “they” were planning to paint the garage.
Jan. 16th – Reports are now coming out the the suspected murder weapon (allegedly a crow bar) was turned over to LE “last week by a witness” so says Capt. Rick Sutherland.

Timeline from the Marine Corps
05.11.07 Maria Lauterbach confides to an OIC (officer in charge) that she had two
sexual incidents with Cesar Laurean…once March 26th and then again
April 11th. She classified the second incident as rape. She files a formal
complaint with NCIS and the agency opens a rape investigation.
05.12.07 Lauterbach is reassigned to a duty office building away from Laurean.
Her new location co-located her with her uniform victim advocate.
05.18.07 NCIS interviewed Laurean and he denies the rape allegations.
10.18.07 NCIS recommends no disciplinary action against Laurean until DNA can
be retrieved from the child. Rape investigation continues.
11.05.07 During a trial counsel re-interview, Lauterbach adjusts her statement to
say her pregnancy IS because of the rape and Laurean did indeed rape her.
In a previous statement, she told the prosecutor that she no longer believed
the pregnancy was the result of the sexual incidents she reported. The
NCIS investigation continues.
12.14.07- Lauterbach reports to work as usual but chooses not to attend a
Christmas party that afternoon. What Base Command does not know is
that morning her housemate, Sgt. Durham, finds a note at the house saying
she could not take the Marine Corps Life anymore and was leaving.
Durham says some of her stuff is gone and he calls Maria’s sister. Then
Maria’s mother calls him. Durham also text messages his work section
that she may have gone UA (unauthorized absence). Command doesn’t
find out until January 9th that on December 14th Maria made a $700
withdrawal from an ATM in Jacksonville.
12.15.07 - A one-way bus ticket is purchased in Maria’s name to El Paso, Texas.
Ticket is never redeemed. Command doesn’t find out about this until
January 9th. Also, this is the date the Onslow County Sheriff’s office
believes Maria may have been killed.
12.17.07 - Maria does not report to work. Durham gives the note she allegedly
left to base officials. Base officials go out to her place of residence but get
no answer and notice her car is gone. She’s entered into the administrative
system as UA. Command asks for permission to list her as a deserter to
help in finding her.
12.18.07 - Military notifies Lauterbach’s family in Ohio of her absence. Family
says they don’t know where she is or why she left. Command believes
Lauterbach left voluntarily. Lauterbach’s Mom files a missing persons
report in Ohio but Command doesn’t find out about that until December
27th.
12.19.07 – Ohio authorities contact the Onslow County Sheriff’s Office and the
Onslow County Sheriff’s office notifies NCIS. Command is not notified
about this until December 27th.
12.20.07 – Maria’s phone found along hwy 24 in Jacksonville. Command finds
out about this on January 9th.
12.24.07 – Unidentified man withdraws $400 from Maria’s bank account in
Jacksonville. Command doesn’t find out about this until January 9th.
12.26.07 – Maria misses an OB appt. Command doesn’t find out about this until
January 9th.
12.27.07 – Commands first contact with the Onslow County Sheriff’s Office.
01.04.08 – Maria’s mom says she’s headed to Camp Lejeune to meet with base
command on Monday, January 7.
01.07.08 - Maria’s family meets with military officials. This is the first
indication to command that foul play may be involved. That afternoon,
base officials get misinformation that Maria attended her December 26th
OB appt. They did not get the correct info until January 9th.
01.08.08 – Cpl. Laurean briefly meets with Onslow County Sheriff’s office.
Questioned as a witness in the disappearance, not a suspect. He said he
wanted to speak with his attorney.
01.10.08 - Laurean informs his OIC that he may have an appointment Fri.
morning with his attorney and is instructed to call in the morning to
confirm that appt. That afternoon, the Onslow County Sheriff’s office
announces the case may have a positive outcome.
01.11.08– Laurean fails to report to work and attempts to contact him are
unsuccessful. He’s reported UA. Later command gets word of a note
Laurean left his wife. Later that day it’s announced it’s believed Maria is
dead. That evening, investigators discover Lauterbach’s remains in a fire
pit in Laurean’s backyard.

Beginning of the segment is a pretaped rundown of the case; the manhunt for Laurean; and clip of (young, female) fellow church member (presumably from her hometown) who said, "We remember Maria with much love for her strength, her vitality, her independent spirit, her talents on the playing field, her pride in being a marine, and her affection."
Lauer (the host) introduces Mom, uncle Pete and lawyers Somebody Wilmerding (something like that) and Chris Conner representing the family.
Lauer is "disturbed" by the fact that yesterday he read that Mary found out about Maria's death from watching TV. Mary says she received a call from the Sheriff right before the announcement and, "as they do sometimes, he was speaking to me in code, but said he had expected something positive that morning..." She's cut off by Lauer who says, incredulously, "He said it right here on our air!" The sheriff apparently called back and told her only that there had been some negative developments. Then Lauer related that Mary then turned on the TV and saw the banner across the screen about her daughter being dead. Mary says, "Yes, yes," to this description.
Lauer explains that it was a difficult decision for Mary to come on air today, and tells her to explain why she wanted to come: Mary says: "There's been so much information floating around about Maria, largely from people that don't even know her. Also a lot of speculation, and it seemed important at the time ~~ normally I would never be here ~~ but at this time someone needs to stand up and speak for Maria."
Lauer encourages her to speak about her daughter, to tell us about Maria and so that they can talk about some of that misinformation. "Maria was a very lively girl," said Mary. "Our family did adopt her as a toddler. She never sat still, was always the bold, lively one, very interested in sports, she was always climbing up things and jumping off, you couldn't keep her down."
She clears up the so called compulsive liar comment, and she remarks that in describing her daughter's background and personality traits (as she was asked to do when she filed the missing person's claim) she wrote that, among many other things, that her daughter had problems with occasional lying, which was just a piece of her email that was pulled out by investigators.
So she says not only was it mistated (by being reported as her calling her daughter a compulsive liar), but she made the comments in the "context of, say, when you are backed into a corner. Something that really is not that unusual for any teenager to do."
Lauer references Maria's lie about her brother being killed by her father, and suggests that that may have caused a delay in a reaction to her disappearance. Mary responds, "The family feels that when someone has an incident like that, it sets them up to be the perfect victim, because here is a person who has a credibility problem, and it is a beautiful woman. If you had an inclination to be violent and attack women, who would you pick?"
Lawyer then talks about how Marines did everything right to protect the rights of the accused, but they could have done any number of things to protect Maria when she filled out the report against Laurean. Transfer to another base, transfer to another unit.
Mother is working with a foundation for young women. Mary wants "basic procedural changes, such as mandatory base moveif a person requests it after a rape accusation. We want to change the climate so any time a woman is attacked, and wants to report it, she can do so, without the fear of repurcussions from reporting it."
Other lawyer says that "This was an avoidable tragedy, and that is what everybody knows and that is the one truth that we do know."

SEXUAL ASSAULT PREVENTION AND RESPONSE PROGRAM PROCEDURES

Note that it states on page 26...
Determine if the victim DESIRES OR NEEDS a "no contact" order or a DD Form 2873, "Military Protection Order (MPO)", to be issued, particularly if the victim and the alleged offender are assigned to the same command, unit, duty location, or living quarters.

An Onslow investigator contacted the Naval Criminal Investigative Service, the report said, and was told "an open case as to the sexual assault was active at Camp Lejeune, however, it was difficult due to inconsistencies provided by Maria Lauterbach."
The military did confirm that "Ms. Lauterbach was facing a possible discharge from the Marine Corps," the report stated.

I am very concerned and have written to my representatives in Congress and the Senate expressing my dissatisfaction with how this incident was handled. I urge everyone on here who has concerns about this victim to do the same.
Also, writing to the Chairman of the Armed Services Committees will help, so this never happens again.

SAPR = the directive, adopted Oct. 6, 2005, established the Sexual Assault Prevention and Response program, which applies to all "military services" including the Army, Navy, Marine Corps and Air Force, National Guard and Reserve components.
MC Order 1752.5 = The SAPR program provides a "Commander Protocol for Responding to an Allegation of Sexual Assault," also known as Marine Corps Order 1752.5. After assessing whether the victim needs or desires emergency medical care, the next action, according to the order, is to "ensure the physical safety and emotional security of the victim," and to "determine if the alleged assailant is still nearby and if the victim desires/needs protection."

The manhunt for a Camp Lejeune Marine corporal wanted in the slaying of a co-worker has dragged on for two months, but investigators say they feel they are closing in on him.
"Cesar Laurean has proven capable of running and adapting," said Capt. Rick Sutherland of the Onslow County Sheriff's Department. "But we have eliminated some of his resources."
Sutherland would not elaborate on how authorities have impacted Laurean's means, saying he did not want to tip the hand of local and federal investigators.

When Lauterbach first disappeared, Lisa says she didn't believe she was in danger. She thought it was just an Unauthorized Absence, which is what the Marines say they believed, too.
Lisa told me that Lauterbach had disappeared once before. Lisa says when Laurean was named as the key suspect, even when he was charged with first degree murder, she still couldn't believe he had anything to do with it.

A Marine Corps Times story Thursday, citing unnamed sources, said Lauterbach may have fled her post after she withdrew the sexual assault allegations because she feared being charged with making a false statement.

MEXICO CITY, Mexico (CNN) -- Authorities in North Carolina waited Friday for extradition proceedings to return a fugitive Marine, captured in Mexico, to face murder charges.
U.S. Marine Cpl. Cesar Laurean, the main suspect in the killing of a 20-year-old pregnant Marine, was captured Thursday night, three months after fleeing North Carolina, the FBI said.
"I loved her," Laurean told a Mexican reporter who asked whether he killed Lance Cpl. Maria Lauterbach.
Laurean has been indicted on charges of murder, ATM card theft, attempted card theft, fraud and robbery with a dangerous weapon.
Mexican authorities arrested Laurean at 7 p.m. Thursday in San Juan Vina in the state of Michoacan state, about 120 miles west of Mexico City, after he approached a roadblock set up by a local anti-kidnapping task force, according to Magdalena Guzman of the Michoacan state attorney general's office. Search warrants for the Jacksonville house investigators raided nearly two weeks ago looking for evidence of communication between Cesar Laurean and his wife Christina were sealed by a judge at the time the search occurred.
But Dewey Hudson, district attorney for the 4th Prosecutorial District that includes Onslow County, said law enforcement officials have information that the Laureans were communicating by computer and may have made plans to meet.

Eyewitness News 9 spoke with him a short while ago, though. He says that investigators, within the last two weeks, seized a computer from Christina Laurean's sister's house. Apparently Christina Laurean had been using that computer communicate with Cesar Laurean.

Sheriff: Law enforcement eliminated Laurean's resources (Some updates)
The efforts of law enforcement to eliminate fugitive Marine Cpl. Cesar Laurean's resources led to his "impoverished state" of living in a tiny wooden cabin and having 10 pesos in his pocket when he was captured in Mexico on Thursday, authorities said.

Investigators had obtained property that contains Laurean's DNA and were prepared to do a test, but would likely wait now that he is in custody, said Paul Ciccarelli, special agent in charge of the Naval Criminal Investigative Service in North and South Carolina.
However, Ciccarelli said if the extradition process drags on - which could take from 30 days to two years, officials said - NCIS is prepared to serve a search warrant through Mexican authorities to get a DNA sample.

Laurean e-mail to sheriff asks for immunity from military prosecution
Cesar Laurean sent an e-mail to Sheriff Ed Brown almost two weeks before he was captured in Mexico, asking whether Brown could provide immunity from military prosecution if Laurean returned to Onslow County.
"I know they will convict me with no evidence, I can't risk Leavenworth or a chain gang," Laurean wrote in the e-mail sent March 30. The e-mail was traced by authorities to the region in Mexico where Laurean was arrested Thursday, Brown said.

Marine Cpl. Cesar Laurean fled Onslow County after a story about the disappearance of the woman he is now accused of killing, and an attached incident report revealing her rape allegation to the public, were viewed on a computer in his home around 4 a.m. on Jan. 11, authorities said.

According to Adam Housley from FOXnews, he spoke with the Attorney General's Office in Mexico and a federal judge in Mexico has recommended Cesar Laurean be handed over to the United States for EXTRADITION. However, Cesar Laurean can still fight extradition.

1. Christina Laurean moved $5400 from a joint account to another so Cesar could access that new account.
2. They communicated through MySpace and Yahoo when he was in Mexico and LE also found text messages on both their phone records during February.
3. The S/W alledges that Laurean used Christina's Trailblazer to move Maria's body to his backyard and that inside the vehicle there was hair, blood and a newspaper.
4. Cesar searched the jdnews.com site to track the case.
5. Cesar, before fleeing to Mexico, researched how to buy land and get a job in Mexico.

District Attorney Dewey Hudson has called a press conference for 3 p.m. today to discuss an alleged theft of documents from his office in the prosecution of a Camp Lejeune Marine indicted for first-degree murder in the homicide of a female colleague. The Onslow County Sheriff's Department conducted an investigation into a possible leak of information by an employee of the District Attorney's Office about the case of Cpl. Cesar Laurean.
The investigation into the leak included an undercover law-enforcement officer contacting The Daily News by telephone while posing as a reporter for Newsweek. The officer posing as the Newsweek reporter asked Daily News reporter Lindell Kay for possible sources of information about Laurean's sexual preferences.
Daily News Publisher Elliott Potter said the newspaper's reporter responded to what he thought was a legitimate request for contact information from another news organization. "Our reporter believed he was dealing with another reporter and later shared contact information that he thought could help shed more light on a story that has had great public interest," he said.
"...but no contact information about any source was provided without permission of that person," Potter said.

A volunteer intern with the Onslow County district attorney's office is the center of an investigation into copied documents in the Cesar Laurean case.
District Attorney Dewey Hudson tells WITN News that he expects an arrest to be made today.
Hudson says while the documents were not actually stolen, the investigation centers on someone copying them and then removing them from the office. He says that is a class H felony, which is punishable by a 6 to 8 month sentence for each count.

BREAKING NEWS: D.A. Intern Says He's Focus Of Criminal Probe
Robert Sharpe admits he was the focus of the investigation into the theft of documents from the D.A.'s office. He told WITN News that he will be charged with misdemeanor larceny.
Sharpe says he was a confidential source for the Jacksonville Daily News.
When asked if the sheriff's department searched his home, Sharpe tells us he consented to the search and that nothing was found.
WITN News has learned hundreds of documents in the Cesar Laurean case and a CD have been recovered, and when asked about where those documents were found Sharpe told us "I can't say".
During the phone interview, Sharpe was critical of the newspaper. "I am very disappointed with the Daily News. I was supposed to be a confidential source, they screwed me over and offered no help or assistance afterward. I put my trust in the organization," Sharpe told WITN.
