Police said Gricar was last seen wearing a blue fleece-type jacket, jeans and sneakers.
Gricar, the county's district attorney for 20 years, recently decided not to seek a sixth term and said he planned to retire in December at age 60. He inherited a part-time office when first elected in 1985 but campaigned successfully to make the job full-time.
Among the more high-profile cases Gricar handled was the prosecution of a 21-year-old woman who opened fire with a hunting rifle on Penn State's campus in 1996, killing one person and wounding a second.

The car was brought to state police barracks in Milton today. But after traveling to Milton to meet with state police, Bellefonte Police Chief Duane Dixon said that there were no signs that someone may have broken into the car and that no blood was found inside the vehicle.
NO mention of fingerprints ????
The car was then turned over to Gricar’s longtime girlfriend, Patty Fornicola, a clerk in the district attorney’s office who filed the missing-person report Friday night. Police said he was last heard from at 11:30 a.m. Friday when he called Fornicola to tell her he was going for a drive on a road that led to Lewisburg. Gricar had taken the day off.

Gricar's 53-year-old brother, Roy J. Gricar, vanished under similar circumstances in May 1996, and was later ruled to have drowned himself, The Centre Daily Times reported.
The West Chester, Ohio, resident told his wife he was going out on an errand and never returned, according to an account at the time in the Dayton Daily News. His car was found abandoned near a river, and his body was later pulled from the water.

FBI investigators are helping to analyze Gricar's bank and credit car records. On Wednesday, police officials in Bellefonte, who are heading the investigation, announced that an anonymous donor posted a $5,000 reward for information on Gricar's whereabouts.
Police have applied for a search warrant to look at Gricar's medical history. Gricar's girlfriend, Patty Fornicola, said the prosecutor had been complaining the last three weeks of fatigue and would often take naps at lunch or after work, according to a copy of the warrant application obtained Wednesday by WJAC-TV in Johnstown.
Colleagues heap praise on Gricar for his work in prosecuting domestic violence and sexual assault cases. Gricar's career dates back to the 1970s, when he worked as an assistant city prosecutor in Cleveland and then as an assistant prosecutor for Cuyahoga County, Ohio. There, he prosecuted dozens of homicide cases.
He moved to Centre County in 1980 to become an assistant district attorney before being elected DA in 1986.

Five fingerprints found in or on the Mini Cooper have been sent to the state police crime lab in Harrisburg and will be compared with Fornicola's and Gricar's prints, Dixon said. Cigarette butts found in the parking lot also will be analyzed, although Dixon said it's unlikely they are connected to the case.
Investigators said they have found no activity on Gricar's credit cards or bank account since he's been missing. They also said there were no unusual withdrawals before he disappeared. They have not looked into the district attorney's office finances, Dixon said Thursday.

Baron also has told investigators that at some point during Gricar's drive, the opportunity presented itself and a move was made to get Gricar into the tailing tan car. Baron believes someone leaned into the passenger side window of the Mini Cooper while smoking a cigarette to coerce Gricar from his car.
State police reports of witness accounts also note a similar scene, Zaccagni said. They describe someone leaning in to talk to the driver before the car pulls away abruptly.

it was apparently found approximately 100yds up-stream from where the laptop was found, which would likely indicate it went in from the park. i say from the park as to get down to the riverbank itself seems to have been a difficult thing due to the debris field.
the laptop was discovered under the 45 bridge, almost directly underneath and next to and abutment.

2.) actually, i believe that tg said that the location of the laptop would indicate that it would have gone into the water from the upstream side, as it would be difficult for an object to be thrown from the downstream side and end up under the bridge. and yes, the location was towards the center of the bridge. i believe there are 6 or 7 supports.
3.) if i read you correctly, i think that 100 yds "as the crow flies" would be about right. the location near the bank is correct. the hard drive was found in the more recently developed/revealed river bank (read: receded water-line).

i wonder if the fbi are investigating his gilfriend...... then again whoever did it must know something about how this whole process works; since he is still 'missing ' 7 months later. poor guy if htere are no signs of foul play- was there a gun involved, forcing him peacfully to their wishes? who can say?

ZACCAGNI: Well, there is some evidence from what his girlfriend told us towards the end before he disappeared. He was a little more depressed in the sense that he wasn`t as active as he had been, he was not feeling well, he was taking longer naps, a little more moody. You know, and I`m by far not an expert in this field.

Wonder which is true - Dixon's statement (4/17/05 article link) that there was no cell phone activity after the 4/15 AM call to the DA Office, or Zaccagni's later statements that there were no other calls OUT on the phone, but that there was calls IN to the phone, indicating they were the office and family members.

Here then is probably where RG's money had been going!!! This former editor and board member of the Women's Center and Shelter for abuse victims said "RG worked closely with the center to provice (AND FUND) a strong support system for abuse victims."
Maybe if someone on the board there could go over the books from the time RG was involved there they would see all the donations. Probably RG's tax records recorded it too. JMO

This is actually one of the reasons that I find it interesting where people question/speculate on the amount of money that Ray had in his cash accounts. People speculate without knowing the whole story, or more likely, as we see with various far-fetched scenarios here, people don't know the whole story, therefore they speculate (not a bad thing, just an observation).
I thought it was pretty widely known that even though Ray was not full-time (even though he worked the hours, plus many, many more) for much of his Centre County career, when he looked to become full-time, salary-wise, he took an interesting step with the salary differential. He donated the first year's differential to help establish a certain women's resource. Why? Because he was not able to get/or assist in getting a grant for such an entity. (Ironic side-note: anyone remember a certain person who did not like his attempts to become full-time?)
Thanks for bringing this up, Sherrijean. I think it's safe to say that we hope that his fight against domestic violence is his true legacy.

I hope you don't think I was thinking he ran off and had put his money away to do it. At first I did question it but from all I heard of him and read about his retirement it didn't make sense. I was glad I found the link that told he funded the Women's Resource Center so the community and this board could see he was putting his somewhere of value. If you read the next site I wrote on I am questioning about the centers in Lewisburg and whether he might have been helping Mrs. Vargas and she was only helping her husband. Being a Mom and grandmother if I even suspected my spouse of abusing one of my babies they couldn't have saved him from me. Maybe she was scared of him!!

I didn't know RG except in passing in the courthouse and I think I saw him in the Antique Mall in Bellefonte one of the times I was there, but it was a long distance look.
I have read so many articles on him it is just impossible for me to believe some of the nasty things people say. The article that he showed the newsperson the picture of LG and said he was into photography and collected old cameras and talked about his retirement and he and PF going together sounded very heartfelt and he looked happy talking about it. He had great plans and knew what he wanted to do and when.
By the way Tony, did you check his camera to see if there might be undeveloped film in any? I know I have a couple from a couple years ago that have rolls in them. Just a thought.

That last paragraph won't happen anyways. After sending a letter to the Attorney General about things I had found while searching their site and questioning why they didn't take over the case, I received a letter back that stated it won't be donee. The gentleman gave a couple reasons of what has to happen in order for them to do so and they said neither fit the case and they would not be stepping in.

Just my opinion, but that is only because of a lack of will. Mark Smith failed to recognize or admit to the problem for 8 months. Mike Madeira has been stuck with the politics of the situation ever since. And the Attorney General refuses to put his weight into the mix. No one can convince me that, if there is a will, there is not a way. Forget them then. They are as useless as teets on a bull. If someone (Tony?) wants to play hardball, I would suggest going over their heads, to the PA legislature. Petition for a special task force.

Mike Madeira has been stuck with the politics of the situation ever since. And the Attorney General refuses to put his weight into the mix. No one can convince me that, if there is a will, there is not a way. Forget them then. They are as useless as teets on a bull. If someone (Tony?) wants to play hardball, I would suggest going over their heads, to the PA legislature. Petition for a special task force.
There you go Tony! I have already sent letters to different members of the legislature, on a different matter, and a lot of them got back to me. For a matter of this magnitude, you will receive more response from them.
If not we can get in touch with our local congressmen. I'm willing.

Did anyone local catch the Centre County Police Chief's Association media event held last Thursday afternoon (12/14)? There was a segment featuring Chief Tom King and Centre County District Attorney Michael Madeira which aired on C-NET, Channel 7, on 12/20.

Two police officers who once led the Lycoming County Drug Task Force were charged today in an alleged conspiracy that authorities said included selling forfeited cars for personal gain and destroying records of ongoing investigations.

The body of a 60 year old man was found in the Susquehanna River Friday afternoon. NC Coroner James Kelley said initially there was thought the body might be that of RG.

Just an interesting little side link. Man disappears in 1991. Eight years later, his wife has him declared dead. She's disabled, collects his SS benefits as his widow since then. Recently, someone applied for a driver's license using his name, and now the SSA wants more than $90,000 in benefits returned, although they have no proof the man is alive:

I saw that article in our local paper. Who terrible for her! I would go after the husband for being such an A$$ to her and make him pay it back. Letting men or women everywhere know that even if you run away your responsibilties at home are still waiting when you feel like showing your face again.
What ever happened to the marriage vowels? "to death do us part, in sickness and health, richer or poorer"?
That could also have been a scam person using a dead man's SS number, to start a new life. Have seen some scam shows where that was going on. I hope they find out that was what it was, and not the husband back from the grave.

The police should absolutely give Tony a copy of Ray's cell phone bill! Obviously they are hiding this information from the family! They certainly are not going to solve this case because they are too lazy. They should give the bill to Tony so that he can figure out what is what! People may disagree with me but I do not care!There could be calls on there to or from the mystery woman or any other host of people who are or could have been involved with Ray going missiing! Are the police EVER going to do ANYTHING to solve this case? Why do they just hinder the "investigation?"

RG's wallet and keys are missing.
PF determines for police that RG's laptop is missing from the case, but all peripherals are still in the upstairs home closet.

TG or the press noted that it was at a time when he wasn't involved with anyone. It could have been PEF, one of the friends, or someone on the staff.

I found an earlier story on Ray. Tells of his hobby of photography and mentions a photo hanging in his office of 20 year old daughter Lara, riding horse. At this time he was not ready for retirement and enjoyed his job, especially trials with juries.

The arrests stem from a yearlong investigation involving State College police, state police and Penn State police, focusing on street to mid-level cocaine and marijuana dealers operating in Centre County.
Centre County District Attorney Michael Madeira said the roundup reflects law enforcement’s dedication to keeping these drugs off the streets.

Project Description: This project is the FY 1999 Centre Valley, Pennsylvania Earmark. Funding was obligated in FY 2000. The goal of this project is to implement technologies using geolocation localization methods in an enhanced 911 operation, and to evaluate the benefits of such technologies in improving overall emergency response. The project objectives supporting this goal are to determine the improvement in overall emergency response through time saved and other measures through the use of enhanced 911 emergency calls and determine their usefulness in improving overall emergency response. The motivation for this project is due to the urgency of the Federal Communications Commission mandate that enhanced 911 capability is established beginning in 2001. Cellular location-determining equipment shall be installed at key locations in Centre County, PA, using available commercial cellular towers and Centre County emergency communications towers, in such an arrangement that will provide overlapping coverage for where cellular communication is available. The incoming cellular 911 call will be identified as such and be routed to the public service answering point (PSAP) for Centre County in the municipal building, Bellefonte, PA. The location of the caller is obtained by matching the information from the mobile phone (mobile identification number) with a calculated position estimate that is transmitted to the database accessible over a network by the 911 Communications Center via the automatic location information (ALI) database. The cellular caller location information will be displayed on a combined Computer Aided Dispatch (CAD)/Geographic Information System (GIS) in relation to geographic landmarks and roadways as well as closest or most available emergency service resources. Some of these resources are fixed base sites as well as roving resources such as police cruisers, state patrol cars and ambulances. This system essentially provides a capability equivalent to that rapidly becoming available for 911 calls from fixed locations over landlines. This project will result in the integration of an E911 capability for Centre County, PA.
It is planned that this capability will be left in place indefinitely following the field test and evaluation. A report will document such improvements in emergency response as well as describe a developmental model for such future systems to be reviewed by other agencies as they develop their own plans for such systems.

Debra Immel, Prothonotary reported stolen money to BPD after finding missing funds from an account that holds bail funds. Reported to the financial institute and it was put back in the courthouse funds. That fund area was closed and moved elsewhwere.
Not believed any court house employees involved. They believe it was done by check routing numbers and are looking at someone in another area. Money was supposedly used for personal debt.

That's it. I'm done. I've supported this board as a way to keep Ray's name somewhat out there, but not at this expense. There is not one relevant reason to post that photo. There was a readily available, mainstream media photo that could have been used.

AHi redpeni, and thanks for keeping this alive. And yes, it most certainly has been strange to say the very least. But it's sad more than anything. Still, there are no new leads and nothing new to report. I still see Patty at the courthouse, but we don't talk much. She's still in pain over losing Ray, so I just don't bring it up. I talk to Tony Gricar every now and again, about the case, Penn State football, etc. But he too is at a loss. He's more frustrated than you can ever know, but he doesn't know what more to do. Believe me, Patty and Tony, and all of Ray's friends and family, want answers more than anything. The problem is, where do we find those answers?

He’s reinterviewing anyone who knew Gricar, or may have some idea of what could have happened to him. He’s pondering whether there’s any significance to the disappearance in Gricar’s apparent interest in the case of an Ohio police chief who vanished in 1985. At least two of Gricar’s co-workers recall him talking about it a decade or more later.

The suit claims this victim was one of many women toward whom Marshall made advances, and that Madeira was warned by a former Centre County commissioner, local law enforcement, and the county human resources department of his behavior.
